When did the Spanish Civil Code take effect in the Philippines?

The Spanish Civil Code took effect 20 days (“a los veinte dias“) after publication in the official  newspaper in the Philippines. As to actual date of effectivity, there are two (2) views. According to the majority view, since it was published in the Gaceta de Manila on Nov. 17, 1889, therefore, it took effect on December 7, 1889. It is submitted that the first view is more in accordance with the rules of statutory construction.
